The Employment Support Service (ESS) is a one stop solution for HR and payroll transactions and processes, providing a high quality and professional service to schools and academies, other educational settings, NYCC staff, pensioners and a number of external customers. 

The ESS payroll team has a breadth of experience in payroll related issues and also in the specific areas relating to education and schools’ terms and conditions.  All of our administrators and team leaders have had full training and we have close working relationships with the HR Advisory Service.  We currently provide a full payroll and admin only service for over 370 schools and academies within North Yorkshire and beyond.

Our friendly and efficient team are experts in payroll and have knowledge of national terms and conditions of employment and local government terms and conditions.

We process an average of 38,500 payments to employees and partner organisations on a monthly basis. We can support you with a variety of HR and payroll enquiries including the following:

  • Processing new starters, leavers,  contractual changes and variations including issuing appropriate contractual information as required
  • Processing sick pay and maternity pay entitlements
  • Balancing and reconciling the payroll 
  • Issuing and applying P45s and maintaining these records
  • Completion of monthly Real Time Information (RTI) returns to HMRC
  • Making third party payments such as HMRC, Teachers Pensions, Local Government Pension Scheme, Additional Voluntary Contributions, Trade Unions and health schemes
  • Providing agreed standard management reports
  • Fulfilling statutory requirements in relation to pension schemes

Our Pensions team works closely with HR colleagues, the North Yorkshire Pension fund and Teachers’ Pensions to provide you with access to up to date information, guidance and support.

The Processing team processes payrolls for all customers under contract and in accordance with agreed deadlines.

The HR systems team provide support to managers, schools and employees on the HR systems to give you access to a variety of self-serve systems and forms that can be used to speed up the process of updating employee records and details.

 Our systems are easy to use, and mean that you can resolve a range of HR and payroll related enquiries using self-service processes at your convenience.

Recruitment

The council has a well-established recruitment and selection process. For standard recruitment, the employment support service recruitment team can help you with the processes involved:

  • Uploading advertisements
  • Providing applications
  • Scheduling interviews
  • Requesting clearances
  • Producing contracts

DBS Checks and re-checks

Our DBS team work alongside our Recruitment team to ensure that appropriate checks and clearances are processed for your employees.

The DBS team are able to provide guidance and support to managers and candidates on the DBS policy, the types of checks that are available and who is eligible for these along with our recheck policy. They are also able to advise on the process of submitting a DBS check from the candidate’s and manager’s perspective.

Pay and Reward

Our Pay and Reward Team provide a professional advisory service on all aspects of reward strategies and terms and conditions.

We can support you and your employees with applying for salary sacrifice schemes as part of the ‘Everybody Benefits’ scheme making sure that deductions are applied to your records to ensure a seamless process.

Your employees can benefit from a number of different reward schemes including:

  • Cycle to Work scheme
  • Green car lease scheme
  • Child Care vouchers
